Duties and Authorities of the Associate Dean for Scientific Affairs
The Office of the Associate Dean for Scientific Affairs is one of the key and essential departments in the College of Administration and Economics. It is responsible for enhancing the educational process and providing all necessary means to create a learning environment that aligns with the developments in peer colleges. It undertakes all scientific activities and monitors the affairs of undergraduate students, ensuring their discipline during their university studies and after their graduation.
The Associate Dean of the College exercises the following authorities to facilitate student affairs:
- Supervising postgraduate studies.
- Supervising scientific affairs.
- Supervising planning and follow-up.
- Supervising continuous education.
- Supervising qualification and employment.
- Supervising the library.
- Supervising registration and student affairs.
- Supervising the psychological counseling unit.
One of the primary tasks of the office is coordinating with scientific departments, monitoring the educational process, responding to incoming letters, tracking student attendance and adherence to the dress code, reviewing the minutes of student discipline committees, and coordinating with scientific departments to prepare exam schedules and ensure compliance with the regulations issued by the Ministry of Higher Education and Scientific Research.

Vision
The Administrative Assistant aims to enhance administrative work and achieve high efficiency in providing administrative and financial services to the college members in accordance with legal instructions and regulations.
Mission
The priorities of the Administrative Assistant include monitoring the operations of the administrative, financial, and technical units in the college, ensuring that staff are placed in positions that match their qualifications and capabilities, providing all possible facilitation for employees according to regulations regarding their work hours, leaves, seniority, promotions, and issuing relevant administrative orders.
Goals
The Administrative Assistant seeks to achieve the following administrative and financial goals:
- Ensure high efficiency in coordinating the work of administrative and technical staff within the college based on the need for their services.
- Issue administrative orders related to appointments, assignments, confirmations, and retirements upon reaching the legal age.
- Recommend the promotion of administrative and technical staff to the college administration.
- Issue letters of appreciation to distinguished administrative and technical staff.
- Transfer administrative and technical staff according to the needs of scientific departments and administrative units within the college.
- Sign leave requests and confirmation letters for staff, and issue letters of appreciation and financial rewards for outstanding employees within the granted authorities.
- Grant maternity leave to female academic staff and employees.
- Sign administrative orders related to promotions and due allowances for staff.
- Sign checks related to salaries, daily wages, bonuses, and incentives.
- Monitor the entry of devices, equipment, and furniture into the college and their distribution among scientific departments and administrative units.
Duties of the Associate Dean for Administrative Affairs
- Collaborate with the dean in managing the college and developing its future plans, setting administrative and service goals.
- Provide administrative support to the scientific departments, units, and administrative divisions within the college.
- Manage the administrative and financial units as they are linked to the administrative assistant.
- Allocate administrative and technical staff to scientific departments and administrative units.
- Oversee maintenance and service operations within the college.
- Monitor the receipt of mail, review its content, and direct relevant units and departments to take necessary actions within granted authorities.
- Oversee the work of committees responsible for salary disbursement and other financial matters.
- Chair various committees within his administrative jurisdiction.
- Participate in all activities and events held in the college.
- Supervise civil defense duties within the college.
- Sign mail within administrative authorities.
- Monitor staff attendance and manage the absence of employees who do not adhere to official working hours.

It is an honor for me to assume the duties of the Associate Dean for Administrative Affairs at the College of Administration and Economics, University of Fallujah. This position is crucial within the organizational structure of Iraqi universities and colleges due to the responsibilities and tasks it entails in administrative, financial, and technical aspects. This role is not new to me, as I previously held it from 2009 to 2013, during which I diligently served our university and college. On January 8, 2023, I was reassigned to this position, and with 25 years of experience in this field, I am well-versed in my responsibilities, functional duties, and the authorities granted to me according to relevant regulations and instructions.
In conclusion, I sincerely wish continued success and prosperity for our Iraq, our university, and our college in all areas and fields.
